Any way to copy/paste objects and keep them in their respective layers?

Lately I've been doing HTML mockups of pages and have three layers:
HTML elements
Background - the background tables/images/colors separate from the 
content
Comments

When I need a new page I select all the objects on an entire page 
(includes objects from all three layers), copy them and paste them onto 
another page in the same document. The problem is that all the objects 
get pasted into the currently selected layer instead of remaining in 
their original layers. Am I wrong in thinking that unless I move the 
graphics to another layer that they should stay in their original layer? 
I guess that brings up what should happen when you paste into a new 
document that doesn't have any layers.. should the layers come along to 
the new document?
I guess a workaround would be to copy/paste each layer's objects 
individually so they stay in their original layer..
