[UI] Palette window should be called Palettes (not the name of the current palette)

OK. That makes sense for the window ("I am the palette window and my content
is x", 

However, for the  palette popup, the user can never be confused as to what
is being displayed. So the popup should still say the name of the current
popup and move to this item when the popup is selected. That is universal
behavior. (IMHO ;-)
