[UI] Palette window should be called Palettes (not the name of the current palette)

Dear Tim:
I don't think I totally agree with you on this one, but maybe a
compromise? What if we displayed the title like:
Palettes : <name of current palette>
That way you always know which palette your currently using at a quick
glance, and always shows you which window is the palettes window.
Let me know what you think of this idea.
