[UI] option-drag (duplicate) should respect the current state of the option key

Suggestion: option-drag (duplicate) should respect the current state of the
option key (not just activating if the option key was pressed prior to the
mouse-down).
    
Justification: This enables users to: change their minds, experiment with
move and duplicate layouts, and , most important, increases selection
efficiency by decreasing the precision required to select the key combo
(didn't quite get the option down fast enough etc.)
