[UI] Palette window should be called Palettes (not the name of the current palette)

Hi,

Suggestion:
Call the palette window "Palettes" (not the name of the current palette).
Have the palettes popup in this window display the current palette (not the
redundant term "Palettes")

Justification(s):

When the user is looking for a palettes pane and  a consistent name helps.

When the user wants to change a palette, an ordered list with the current
selection as an anchor is a helps our aim in what to choose next
