port configure <package name>

Does `port configure <package name>` work for ANY packages?

I've tried it on several (slrn, vim, myslq) and it's never done  
anything at all.  No error, nothing.

or do you have to run it before you install a package?

or does 'configure' not mean in ports what I think, which is to set  
configuration options for the package?
