Issue with Text to Speech

Before sending a message in another thread, I used the "start peaking  
text" on a block like this:

You can also type a '~v' on a line by itself and get a vi window or  
'~e' to get your default CLI editor.

and

^X and 'Y' to exit and save and you should then be able to type

But OS X didn't speak it as I expected, it 'discarded the '~'  
character and the ^ character.

Makes me think anyone who NEEDS text to speech and is trying to use it  
to speak instructions is going to be very confused about 'X and Y to  
exit and save' instead of, what I would have liked to hear, 'Control X  
and Control Y to ..."

Am I missing something?
