passwords not being written to keychain

For some reason, passwords are not being written or read correctly  
from my keychain. I've run the keychain first aid and it tells me  
there is no problem.. I've run it several times. But if I quit  
Mail.app, the next time I launch it I have to type in all of my  
passwords, and checking "Store in Keychain" does not produce a new  
entry.

Same thing on the web. When I'm prompted by OmniWeb to store a  
password, I get no error, but no new entry is made.

I tried to correct permissions, but my user account sits on a separate  
volume from the system, and even when logged in as an administrative  
user which _is_ located on the boot volume, and NOT logged in to my  
regular user account, repair permissions is greyed out and doing a get  
info on the volume tells me the permissions repair is not available.

Off to the Console---no entry in the console (running as my regular  
user) since October 2007...

Somethings messed up but I don't know where to turn.... No other odd  
behavior noted...
