File sharing

I'm looking for a php script to run on our unix server so that a group  
of a dozen or two people with little or no computer expertise can  
share files, mainly rtf, uploading, downloading, renaming, moving them  
from place to place within whatever directory I place at their  
disposal. A means of leaving notes about the files in a Mysql database  
would be handy.

I tried a thing called philex, which promptly gave the universe access  
to my web files, that's not what I want... and nor do I want something  
really flashy that they won't be able to manage.

Any ideas ? there seem to be hundreds of solutions out there. Free  
would be good, a few dollars ok, a few thousand not ok.
