If you're looking for something MPW-like – an integrated development
system that includes a shell-like component – then Terminal.app
obviously doesn't offer that functionality. However, this doesn't
mean that Terminal.app needs to change, or that it 'should have been'
anything different; simply that it is not the right solution for your
problem.

Terminal.app is a good terminal emulator; it focuses on one thing and
does that one thing quite well.

Note that MPW was essentially an attempt to create, in a single
application, a development environment essentially equivalent to the
combination of a number of terminal emulator windows and text editors
and possibly other developer utilities, as commonly in use on Unix
workstations running some flavour of the X Window system. Terminal
emulators form only a part of that environment (though of course you
can run text editors, like Emacs, in terminal emulator windows).
Eddie, in turn, is an attempt at recreating MPW. So you should
perhaps not be surprised that Terminal.app, whose purpose it is to
offer terminal emulation only, does not offer the complete experience
of an application like MPW or Eddie that attempts to provide an
environment of which terminal emulation was only one part. But
neither does that mean that Terminal.app is in any way deficient in
that regard. So while I don't particularly care about Eddie, I
strongly disagree with your assertion that it is 'what Terminal.app'
should have been. Terminal.app certainly has some deficiencies; but
what Terminal.app should be is simply better at being a terminal
emulator; no more, no less.
