Q: Anyone else's Mail not checking IMAP and POP

In the "Advanced" tab under Accounts there is this easily-overlooked  
checkbox that says "Include when automatically checking for new  
mail."  It defaults to on, but I've found it unchecked a couple of  
times, and that gives symptoms similar to what you're describing.
