Simple startup item with a route command(s) and turn IP forwarding
on. I've attached a tar file with a sample startup item. Not tested
on Leopard. Do they even have startup items on Leopard?!

Er ... yes, I think.
When I said "forward directly to the IP address of the PC " the
second bit was important i.e. "and it should be routed there"
automatically no-matter where the PC is on your multi-segment LAN.
Check first that your Cable Router allows you to specify any address
(not just one on the same LAN segment) as the target IP address when
forwarding a port. Some don't.
Note you'll need to put static routes on any machine that joins two
network segments including (most likely) the Cable router (usually
you do this via the Web interface).
Not sure why the transfer rates were slow for the Mac Pro and PC when
they were on the same switch (if I read your ASCII art correctly).
