I don't know if I'd necessarily agree with that, the default express installer that Parallels provides makes the process of installing Windows painfully simple.  You just give it your serial number, a username and a password and let it go.  Twenty minutes later you've got a working copy of Windows.  For some users its a bad option since it doesn't allow for actions such as installing to a mounted volume, customizing the RAM and VRAM settings, etc but for someone who just needs to run Windows to log into the corporate VPN and grab a file, it's aces.
