Okay, here's how we solved this.

We had the school purchase a wireless booster and external antenna  
from MacWireless:

The booster is powered by a tiny wall transformer. Putting a simple  
switch:
     http://www.3488.cn/product/4/1-15B.jpg
on the transformer does exactly what they need. When switched on,  
everything works as normal. When switch off, the student systems  
receive no signal, while the instructor's system keeps on truckin.
