adding an iPhone to a business account with AT&T

Someone with a 3 phone business account at AT&T (paying about 450 /  
month) wanted to get an iPhone (replace his BlackBerry) ..
he was told he is not allowed to "add an iPhone to an existing  
business account" -- and he has a little more than a year left on the  
contract.

This sounds absurd.

I asked if he could REPLACE his BB with an iPhone and keep on his  
plan ..
no answer yet

but does this all sound a bit bogus ? or is this how it works?
