 From an interesting discussion in the comments on ThinkSecret (yes,  
I know that may be an oxymoron), some reasons could be:

1.  If Safari gains some (significant) traction on Windows then Web  
developers will test their sites with it (rather than just IE and  
Firefox).  Important for Safari compatibility.  It is interesting to  
think that Apple may go to all the effort of porting to Windows for  
this.

2.  As LuKreme suggested it could be for iPhone integration, not for  
Web2 app deveopment, but something as simple as Safari Bookmarks  
(syncing from Safari on Windows to Safari on the iPhone).  That said,  
I am not sure it wouldn't be possible to sync IE bookmarks.
