I can't be certain (my memory is not that good and I haven't the time
to try it) but I believe if you reboot a mini (or any non-laptop
machine) with Bluetooth installed and turned on, then if the machine
doesn't pair with a bluetooth keyboard or mouse it opens up the
wizard to do just that (looking for a keyboard or mouse to pair
with). At which point you should be able to click with the mouse (if
it detects it) or hit return with the keyboard (if it detects it) and
proceed from there.
And if it doesn't do that, it should ;-)

PS I'm still annoyed that there is no way to get they keyboard viewer
up in the login windo (even if you have the Input menu displayed in
the login window). I would like to be able to login with only a
mouse (seems reasonable). As it is I'm forced to choose a username
and password constructed from characters visible on the login window
(because I can select and drag them into the username and password
fields one by one). No, I don't really ...
