No, they can't. The iPhone, as has been repeatedly said, requires  
changes in the network's systems. Selling the iPhone without Cingular  
will require all networks to support the Apple services (because  
Apple won't release a phone with crippled functionality).

And let's not forget the network itself (GSM vs CDMA).
