That they mentioned Cocoa was a little confusing to me.  As I am sure  
most of you know, Cocoa usually implies the AppKit framework (amongst  
other things), which usually implies the Cocoa widget set.  I guess  
it could now include iPhone widgets.

If iPhone apps are really developed with Interface Builder and the  
AppKit framework but a different set of widgets that would be really  
impressive.  Given the phone constraints (answering calls etc.)  
though, I would have thought they would have needed another "phone  
application framework."

Yes, I think one of the speakers at the keynote talked about the "OS  
stack" that Steve kept on going on about.  I can just imagine him  
explaining that 'never before has such a stack existed on a  
phone ...'  I think we'll find a considerable amount of the MacOSX  
stack on the iPhone (less, of course, those things that don't make  
sense, e.g. Quartz Extreme) along with the core OS.
