Back when XP Home came out this was an issue as dual CPUs was the only way
to get dual cores. XP Home and Vista Home Basic (or whatever the hell its
called) both support HyperThreading and Dual Core CPUs, they just don't
support multiple real CPUs.
Since the vast majority of Intel/AMD systems are dual core, and not dual
CPU, this is not nearly as obnoxious in practice as it sounds in theory.
Note, I'm not defending stupid, arbitrary limitations like this. But Apple
seems to be the exception these days in shipping (in Mac Pros) dual CPUs.
And certainly, anyone buying an AMD or Intel SMP box won't be getting
Vista Home edition anyway.
So stupid, yes, but "potentially a big issue"?
