No.  Is that available for download?

Hmm, I just saw on the web page 

  http://www.apple.com/quicktime/mpeg2/

a footnote that says

  (1) Note that the QuickTime MPEG-2 Playback Component will not demux
  audio and video, nor will it enable audio transcoding. 

I think this is a hint that QuickTime for some reason doesn't fully
support such files.  Seems odd, since it can play them!

I only have '08 installed, and it doesn't read MPEG-1 files.
