I just reproduced it. I'd say it's a bug so feel free to send in a  
radar report.

With OnyX ( http://www.titanium.free.fr/pgs2/english/ 
onyx_tiger.html ) it's easy.

shift-command-4 will create a file on your desktop of the selected  
part of your screen.
this way is not as annoying as you describe, because you don't have  
to open the Grap.app.
but still - the service menu should work as expected.
