Mail.app displays a PDF that Preview.app can not

Hi,

I just experienced something weird.  Someone sent me a PDF.  I  
believe that it is just a 1-page PDF, since it displayed inline  
within Apple Mail.  As an aside, in my experience, at least with my  
preference settings, single-page PDF attachments display inline  
whereas multi-page PDF attachments appear as icons.  Our secretary  
also received a copy on her Windows box and said it would not display  
after she downloaded it.  So I thought I'd download the attachment  
and print it for her.  I downloaded the same file that was displayed  
in my Mail viewing window and tried to open it with Preview.  I got a  
panel saying "File error.  Couldn't open the file."

That seemed weird.  Contrary to what I would have guessed, it looks  
like Mail.app and Preview.app are not using the same technology to  
handle PDFs.  I suppose that this file is non-standard in some way  
which Mail can still handle, but Preview can not.
