Bare hard disk drives and heat?

In my experience, touching a drive that has been running bare (completely
bare though, no silicone wrap) vs the same or similar drive that has been
running inside a Mac tower, the bare one is always less hot.

The only thing I've found cooler than a bare drive ere external cases with a
substantial fan dedicated to the drive.
