Locking the Dock

System Preferences -> Accounts -> Parental Controls -> Finder & System

My favourite is "Simple Finder", which ends up giving the user a very  
simple dock:
  - My Applications
  - My Documents
  - Shared

You can then specify exactly what applications this user is allowed  
to run. The Dock is locked, and I think the simple Finder can only  
have one window open.
