local delivery of mail fail, log files completely empty

all of a sudden my Tiger Server (10.4.10) started to have problems.  
Mail is queued for local delivery but each and any message shows with  
the error: "connect to 127.0.0.1, connection refused". Clicking the  
retry in Server Admin->mail->maintenance->mail-queue does not help,  
still the same error. This started around yesterday morning (31 okt).  
Since then several 100 mails have accumulated in the queue. I have  
not done anything to the server recently other than installed openvpn  
about one week ago. During my analysis I saw something else very  
strange: all the mail server log files of the last 7 days are empty  
(zero bytes!). No smtp log, no any other mail related log containing  
any byte! I have already repaired permission (only repairs needed for  
iTunes directories, no system or mail related dirs) and rebooted the  
server. This is damn weird. Anyone has any clue as to what is going  
on and where I could look further?
