Display colorsync profile remains unapplied?

They are not system wide. Each user login has their own display  
profile settings.

Just in case, you can pitch the following:

/Users/<username>/Preferences/ByHost/.GlobalPreferences.xxxxxxxxx.plist

Log out and back in, then choose the profile again. Sometimes this  
preference gets corrupted and odd things happen, although usually  
that's when the "system profile" gets set incorrectly and starts to  
report back Generic RGB rather than the display 1 profile.
