DNS Issue

I am having an email issue that I believe is related to the DNS
configuration on my network, as it appears to affect only internal emails.
Here is a bit of a history and the setup of our network. I am running Mac
servers in all locations and they are all running 10.4.9 and all are behind
a firewall with private NAT addresses.
My central office feeds to my elementary school using ethernet over phone
lines. They have a private address with the 10.3.x.x configuration. My
elementary is connected to my high school over a T1 line leased for our
local phone company. It plugs into a Cisco router to its own ethernet port
using 10.2.x.x configuration for internal addressing. The high school also
connnects to this Cisco router, using a private configuration of 10.1.x.x,
into its own port and then connects to our local Area Education Agency which
is our ISP that connects us to the outside world.
I have a server at the 10.2.x.x location and at the 10.1.x.x
I have set up a DNS record on each of the servers and pointed the server to
itself. The secondary DNS is at our AEA and it is listed second in the
record. However, this does not seem to be working in all locations.
My question is how should I configure my servers in these 2 locations to
insure that traffic, both internal and external, move smoothly and
correctly?
I am not that DNS config savvy and need help from one who is.
