Rsync can go between any tow directories, be they rsync server, ssh  
logins, smb mounts, nfs mounts, or even directories on the same local  
volume.

If you really really can't use rsync, you are going to be spending a  
ton of time trying, and failing, to replicate rsync capabilities for  
your ftp.
