download strangeness

On a Dual G5 system running 10.4.8, I have run into a strange  
download problem(s). Downloaded disk images (.dmg files) fail to  
verify; the error message in the warning alert is simply "codec  
overrun". This happens regardless of the browser used for the  
download. The same problem is present when curl is used for the  
download. (Locally created .dmg images are OK.)
A (possibly related) problem is that, again regardless of the  
browser, downloaded movies fail to complete.

It appears that the problem is related somehow to network download  
but I have no idea where to look for a fix.
