More exactly, it is LSRecentTool.
The binary is located at:
/System/Library/Frameworks/ApplicationServices.framework/Versions/A/
/Frameworks/LaunchServices.framework/Versions/A/Support/LSRecentTool
IIRC, it was related to the maintenance of the "Recent Items" menu item
of the Apple menu during a GUI user session (it disappeared with 10.4).
A bug seems to have been introduced somewhere in 10.3.9 (or 10.3.8?), so
that it seldomly started to eat all CPU resources and refused to quit
when leaving the user's session; the only way to get rid of it was then
to kill the process, before the whole box became fully unresponsive...
