Install into /usr/local

May I ask what distro of Linux that has that setting?
All I've seen has something like

bnl at ibm:~$ ls -la /usr/local/
totalt 52
drwxr-xr-x 13 root     root     4096 2007-02-07 22:54 .
drwxr-xr-x 11 root     root     4096 2006-05-31 02:51 ..

ie only root  has wite permissions in /usr and /usr/local
(This is by the way Ubuntu 6.06)

and my mac has

minimac: bnl$ ls -la /usr/local
total 16
drwxr-xr-x   13 root  wheel   442 Jan 18 17:44 .
drwxr-xr-x   12 root  wheel   408 Jul 11  2006 ..
