Lyn, you shouldn't take that response at face value in my experience.

On another OS X Server 10.4 install that is up to date, try:

/System/Library/ServerSetup/serversetup -verifyServerSerialNumber  
"your serial number"

If that tells you the serial is fine, then it's the problem with the  
10.4 install media not recognising the serial as I posted before.
