What causes a reboot to stall for 10-30 minutes???

This has been happening sporadically on my TiBook for as long as I can 
remember.  It typically gets shut down at night and started up in the 
morning, and about once every 2 weeks or so it spends 20 minutes on 
something.

I always presumed it was deciding to do an 'fsck' for some reason, 
since that takes the same length of time and has a similar pattern of 
disk activity.  But there was no indication of an abnormal shutdown 
prior to this: I guessed it was just a routine thing it did from time 
to time.
