What causes a reboot to stall for 10-30 minutes???

Note: this is not immediately after an OS upgrade. It's just every time I
reboot, for any reason, starting about a week ago. The system.log is not all
that helpful:
Apr 1 17:19:00 dhcp-2208-15374 sudo: admin : TTY=ttyp3 ;

Yeah, I noticed the 10-minute gap, thank you very much, how about some info
as to why ;-)
