(BTW as an aside, you don't need a Spartan-3, the Spartan-IIE device
has about 15k gates)

Xilinx has a "Platform Cable USB" that you can use for programming the
device in development.  I believe third parties have Spartan-based
boards with integrated USB chips, but you'll have to go do your own
research on that.

As I said, pretty much all of the CAD/EDA tools are Windows-based. You
may have some luck with Virtual PC, but in my experience it was always
unusably slow.
