AD password problem

Can someone with a working AD setup confirm the following:

1.  10.3 client bound to AD domain
2.  User profile cached for offline login enabled
3.  AD sysadmin sets account to change password at first login
4.  User can successfully login, change password when prompted, and continue to the desktop.
5.  AD sysadmin resets user password and sets to change at next login
6.  User can successfully login and change password when prompted, but at this point the system will not let them continue to the desktop.  LoginWindow shakes off any attempt to login forcing a hard restart.
7.  After restart, user can login using new password.

Also confirm that the KeyChain password is not changed when the login password is changed by the AD sysadmin.
