Toolbar

The toolbar at the top of the document window, as in any good Mac OS X application, contains whichever controls you'd like to place there for your own convenience. We've started you off with what we expect to be the most commonly used controls. Select Customize Toolbar... from the View menu for a sheet containing controls that you can drag to the toolbar. You can show and hide the toolbar by clicking the white capsule on the right side of the title bar.
Most toolbar controls are just convenient analogs for menu commands or inspector controls.
The Actions pop-up menu replicates the contextual menu for whatever is selected in the outline.
The Sections pop-up menu in OmniOutliner Professional replicates the list of sections in the utility drawer; select a section to hoist it.
The Utilities button, which shows and hides the utility drawer, can also be Option-clicked to toggle on which side of the document window it appears.
AppleScripts that are in your OmniOutliner scripts folders will also be available as toolbar buttons. Just click a script's toolbar button to run it.
