Frequently used stenicl files (OmniGraffle documents set to appear as stencils when opened) can be installed so that they are easily accessible via the Stencils menu and the Stencil window's toolbar. If you have administrator privileges, you can also install them such that they're easily accessible for all users.
To install a stencil file, put it in one of the following folders (creating the folders if needed):

The ~ represents your user "home" folder. Stencils installed here will be visible only to you.

Stencils installed here will be visible to all users on your computer.

/Network/Library/Application Support/OmniGraffle/Stencils
Stencils installed here will be visible to all users on your NetInfo network.
